Here are the steps THE WELCOME GARDEN Recommends for checking out Adoption Agencies!
(Or handling non-resolvable problems)
1. Call the state licensing authorities in the state of the organization.
Are they licensed? How long have they been licensed?
2. Call the state attorney general's office, and the secretary of state's office in the state in which the adoption
agency resides. Is the organization a registered charity? Are there any complaints regarding this agency? If appropriate, register a complaint.
3. Call the Better Business Bureau in the City in which the organization is located. Check out complaints OR register a complaint.
4. Check with the IRS. Is this organization a registered 501(c)(3) charity, if advertised as such? Do they file their reports every year as required? How long have they been registered?
5. Call the International Concerns for Children office at (303) 494-8333.
Ask them for whatever information they might have on the agency.
6. Call the Department of State at (202) 647-4000 and talk with the "desk officer" for the
country you wish to adopt from. What do they know about the agency or facilitator you are
working with or wish to work with?
7. Give a call to the Office of Children's Issues at the Department of State @
(202) 647-2688. What do they know about the organization or the organization with whom you
may be experiencing a difficulty.
8. Call the Counsular Officer at the U.S. Embassy in the Country you are interested in
adopting from. What do they know about the organization?
9. Talk to the U.S. Immigration Office in the country that you are interested in adopting
from. What do they know about these agents?
10. Ask the foreign embassy for the name, address, phone and fax numbers and email address
for the person who handles the Ministry of Social Welfare in the foreign country you wish to
adopt from. Is the agency approved to do adoptions from this country? How does the country
process adoptions? Do they insist that the agency be licensed or a non-profit agency?
11. Call the Washington Embassy for the country you are trying to adopt from.
What can they tell you about adoptions from that land? Do they know anything positive or
negative about the agency you wish to use or used?
12. Talk with many references about the agency you wish to use. Do not rely solely on
those references which the agency provides.
